what free means
a balance has two parts. what is listed is committed to an open listing, or to one you cancelled a short while ago, and it cannot be sent or listed again. what is free can.
a cancel takes the listing off the market at once, but the amount stays locked for ten minutes after the cancel, twenty for a cancel from rules v2 on. a buy mined in that time may have been sent by someone who could not yet see the cancel, and it still completes. only after that is the amount free again.
why the forms check first
a transfer or a listing for more than you have free, or in anything other than whole mint units, is refused by the rules, and the refusal is silent: the inscription still lands on the chain and still costs gas, it simply moves nothing. so each form checks the same rules before it shows you anything to sign.
closing a listing
your open listings are closed on the market, where each one has its unlist button. buying happens there too.
